After the Napoleonic Wars, European leaders sought peace and stability. Metternich, the Austrian Chancellor, feared revolutions could spread between countries, so he supported both direct and indirect intervention through the Congress System, backed by the Quadruple Alliance and the Holy Alliance. Between 1818 and 1822, congresses met across Europe. At Aix-la-Chapelle, France's indemnity was settled and occupation forces withdrew. At Troppau and Laibach, Austria intervened in the Two Sicilies despite British opposition, and at Verona, France later intervened in Spain. Metternich and the European powers aimed to preserve peace and protect existing governments. However, their disagreements over intervention weakened their cooperation.
