Trump is promising Americans five thousand dollars, but Americans have heard big promises like this before — and most of them never actually showed up. In 2025, a so-called DOGE dividend was proposed — the government would cut spending and send part of the savings directly to American citizens. But Congress never approved it, and a later promise of two thousand dollars from tariff revenue was also blocked after the Supreme Court ruled Trump's broad tariffs unlawful in February. One payment actually did arrive — in December, roughly one point four five million service members each received one thousand seven hundred seventy-six dollars, called the Warrior Dividend. That payment worked because Congress had already approved its funding — unlike all the other proposed checks, it had a real, legal financial foundation backing it up. Now Trump is promising five thousand dollars again, but House Speaker Mike Johnson confirms Congress must approve it — and the total cost could exceed one trillion dollars, so the real question is simply: who has the power to say yes?
